About the Fresno Citizen Corps

The Fresno Citizen Corps will give our city an organized way of expanding opportunities for our citizens to provide volunteer services.
- It will add volunteer capacity to the stretched resources of our city, particularly the police and fire departments.
- It will help strengthen our ability to prevent crime and terrorism and respond to emergencies.
- It will help all of us feel more secure.
- It will build a stronger bond between all the organizations in our community that are dedicated to making Fresno a better place for all its citizens.
- And it will enable us to respond constructively to the President's request for a more coordinated approach to homeland security.
Fresno Citizen Corps Charter
- Encourage volunteer participation.
- Enhance emergency response capacity and capability.
- Create a menu of volunteer opportunities that support Citizen Corps objectives.
- Act as a coordinating arm between the city's public sector, private sector, volunteer and non-profit organizations engaged in public safety and emergency response activities.
- Play a leadership role in community-building.
- Maintain ongoing communication with Citizen Corps members and with the public.
Organization
Our organizational principles are to keep things simple—to build on what already exists, to avoid duplication and bureaucracy, and to be inclusive.
The Fresno Citizen Corps has been launched in phases. In phase one, the Council was managed by an eight-member steering committee, with the chairman of the committee reporting to the Mayor of Fresno.
In Phase Two, which began in July, 2003, an executive director was named. The director is the only paid position on the Council. All other work of the Council will be performed by volunteers or by public sector employees as part of their regular duties.
In early 2003 the board of directors was named; and committees of like organizations, such as first responders, military organizations, faith community, business and industry, community-based organizations and emergency volunteers, were formed. The board of directors is comprised of the steering committee and the chairpersons of these committees.
